Points agreed by CDC and developer

  • Ultimately, the site must adhere to all the requirements of the Construction Environmental Management Plan Condition 13 (CEMP) 20/02824/OUT and any Construction Transport Plan approved through Planning. This includes times of work. Any working out of hours must be formally approved through Planning.
  • Concrete power floating works were approved, out of hours, for Tuesday 24th March. The Parish Council received a number of complaints about these works. The Council shall have to be assured that any future out of hours working is adequately controlled prior to approval being granted. The Parish Council has requested they are notified of any future out of hours via the clerk.
  • Our department has a duty to investigate any complaints in relation to statutory nuisance so this would include noise, vibration, dust, lighting against recognised Standards. We discussed, for example, the requirements of BS 5228‑1:2009+A1:2014 — Code of practice for noise and vibration control on construction and open sites – Part 1: Noise – Part 2: Vibration. If complaints were to continue, we could look to noise monitoring to this standard.
  • Dust monitoring sheets being completed daily.
  • It was acknowledged that local residents have to be tolerant of a certain level of disturbance, but this has to be kept to a practicable minimum and in line with approvals and Standards.
  • Another water bowser is on order to assist dust suppression.
  • Once access road for farmer is complete this will reduce the need for access to Old Place Lane by the farmer so the gate can be kept locked to construction traffic to ensure against any non-compliance for use of this lane.
  • Banksman is now in place for HGV movements.
  • Cattle Grid to be dug into site in next 2-3weeks to alleviate run off to the road. This to be emptied weekly.
  • Highways have been to site. HGVs now pulled on to site. Circular route created so no reversing on to road required.
  • Red card policy in place for any employee found not to be following site rules.
  • Contractors are not to park on the neighbouring Estate. Any registration numbers to be passed to site management to follow up. Carpark on site to be expanded by 30 bays to assist with traffic management.
  • The road sweeper is on a meter for taking water from a local standpipe. Sweeper to start in morning and as required through day to mitigate dust and mud on road.
  • A complaints phone line to be put up on main gate and number provided to Parish Council.
  • It was agreed that a meeting shall be held on a monthly basis to discuss any issues and any upcoming works that may impact the community. Gerry to schedule this.
  • The residents who have had reason to complain are asked to complete and return diary record sheets should there be any continued disturbance and these can be raised with site management. Otherwise they can contact site directly. All complaints to be logged.
